Circulation Policies

Checkout Periods and Renewals

All items check out for 3 weeks except:

  • Feature films - 1 week

  • Tutor materials - 1 year

  • ILL (Inter Library Loan) materials - Decided by ILL (Inter Library Loan) coordinator

  • Other items as decided by library staff.

All items may be renewed 2 times except:

  • If a hold has been placed on the item

  • If the item has already been renewed 2 times

  • Feature films - May not be renewed

  • ILL (Inter Library Loan) materials - May not be renewed

  • Other items as decided by library staff

Renewals may be done in person, by phone, or by the user accessing their account electronically (from off-site) via computer. Instructions for renewing materials are here.

Item Limits

In general, there is no restriction on the number of items that may be checked out at a given time. However, library staff may set limits on specific types of items, such as those in high demand, in order to ensure maximum use and availability of those materials.

Fines and Fees

Circulation fines and fees are assessed as follows:

  • $.20 per item per day for all overdue books, audiobooks, nonfiction videos, DVDs, magazines, CD’s, and pamphlets.

  • $1.00 per item per day for all overdue feature films, ILL materials, CD-ROMS, discovery packs, and other similar special format items as required..

  • $10.00 per account sent to a collection agency.

  • Cost of replacement for all lost or totally damaged materials plus a non-refundable $5.00 processing fee. Overdue charges are waived for paid lost or totally damaged materials. Refunds, minus any overdue charges, are given for lost items returned within 6 months of payment.

  • Exact (or very nearly) copies in excellent or new condition as replacement for lost or totally damaged items. If a customer presents an acceptable replacement item, plus the $5.00 processing fee, the overdue fine, and replacement cost are waived.

  • $15.00 for all returned checks.

  • $1.00 per item for all holds placed but not picked up.

Fees for damaged items which are still useable are as follows:

  • Marked page 50 cents per page

  • Torn page (mendable) 50 cents per page

  • Picture/page removed 1.00 dollar per picture/page

  • Barcode removed 1.00 dollar

  • Plastic jacket cover removed 2.00

  • Audio/video/cd case lost or damaged 2.00

  • Water damage (mendable) 2.00

  • Media bag lost 4.00

Any other damages will be assessed in consultation with the technical services supervisor.

Membership Policy

City of Chandler Residents

All residents of the City of Chandler may obtain a library membership free of charge. 

Adults (Age 18 and over)

To obtain a library card an adult resident must provide picture identification that has his/her name and current local address. If the identification does not have the current address another official form showing the current local address, plus the picture identification, may be used. Acceptable forms include checks, voters registration cards, postmarked mail, hunting or fishing license and any other official document which will include the resident’s name and current local address.

Young Adults (Age 13-17)

Young adults may apply for a library card following the same criteria as adults. If the young adult has acceptable identification he/she does not need a legal guardian present to obtain a card. If the young adult does not have acceptable identification he/she may obtain a card by having a parent or legal guardian present. The parent or legal guardian must provide picture identification showing the parent or legal guardian’s name and current address or another official form showing name and current address plus the picture identification.

Children (Age 12 and under)

Children can only obtain a library card in the presence of their parent(s) or legal guardian. The parent or legal guardian must present picture identification showing the parent or legal guardian’s name and current address or another official form showing name and current address plus the picture identification.

Non-Chandler Residents...

living within Maricopa County
Any Maricopa County resident may obtain a library card, free of charge, following the same criteria as above. 

All residents of Queen Creek and Apache Junction who live within Maricopa County, and all residents of the Gila River Indian Community who live in Pinal County may also obtain a library card free of charge with appropriate identification. 

who work or attend school in Chandler
Non-county residents who work or go to school in Chandler may obtain a library card free of charge by showing the appropriate identification as listed for Chandler residents along with proof that they do work or go to school in Chandler. Appropriate proof includes school or business ID, school schedule, or pay stub. 

who do not work or attend school in Chandler
Non-county residents who do not work or go to school in Chandler may obtain a library card for the fee of $40.00 per year per card (as of December 1, 2006). Acceptable identification as outlined above is required. 

Replacing Lost Cards

There is a $2.00 charge for library cards that are lost or damaged beyond use. There is no charge to replace a stolen card. Picture identification must be presented to replace a library card. Staff may look up a card twice as a courtesy to a patron. Cards must be presented or replaced on the third look-up.

Membership Renewals

Adult resident memberships remain valid until there is a two-year period of inactivity. Child resident memberships expire the year the child turns 13 years of age or until there is a two-year period of inactivity. Young Adult (YA) resident memberships expire during the year the young adult turns 18 years of age or until there is a two-year period of inactivity. Nonresident memberships renew annually.

Delinquent, Blocked, and Barred Accounts

Accounts which have accrued or been billed fines or fees up to a total of $9.99 will have their status listed as delinquent. Library users may still borrow items if their status is delinquent.

Accounts which have accrued or been billed fines or fees totaling $10.00 or more will have their status listed as blocked. The user must either clear the account or bring the total fines and fees below $10.00 before being allowed to borrow any items.

Accounts may sometimes have their status changed to barred. This status change is placed by staff for any number of reasons including, but not limited to, address verification, reported lost or stolen card, or account discrepancy. The user must clear up the problem before borrowing privileges are reinstated.

Accounts Submitted for Collection Service

Borrowers with materials overdue for 45 days or longer, and with a total replacement cost for the overdue materials of $25.00 or more, may be submitted to a materials recovery service. Costs, fines and fees will be assessed based on Section II-2. Accounts not paid in full after materials recovery service is complete may be submitted to credit reporting agencies. No accounts for minors will be submitted to credit reporting agencies.

Chandler Public Library complies with the privacy of user records according to ARS 41-1354.
